The Level Browse Windows for each level are made available when there is at least one system with that level defined. But if there are no systems that have the level defined, then the option to choose that Level Browse window will not be available.
For example, if the systems in your System Definitions table (including the property system) have a maximum of five levels defined, the Level 6 Browse and Level 7 Browse menu options on the Property menu will be disabled.
